Democracy in the US

Each of us is aware that change is everywhere we look. No segment of society is exempt. We as the public are dealing with the advent of continuous and ever increasing change. Change in technology, change in resource availability, change in national demographics, change in workforce diversity, change in simply every facet of the organizational environment and context in which public institutions must operate. Change, as the saying goes, has truly become the only constant. The challenge for organizations is whether they can become flexible enough, fast enough. And will they do it on terms set by the organizational culture, and then adapt and succeed in the face of it or will they challenge the status quo and attempt to transform the prevailing culture. What follows is the story of a public organization, which is trying to change the context under which it performs rather than be changed by that context. In the realm of Philosophy, as Erasmus of Rotterdam, the first truly great humanist of the modern age once said, â€Å"The intent suffices in a great design†. Erasmus, no doubt was right. However, beyond simple intent, or to phrase it in the current vernacular, vision, action is required to bring the vision to life. In any age, there are those individuals willing to challenge the status quo, whether it is in the field of politics, science, business, or public administration. If these individuals are to enjoy a measure of success, they must be willing to take an inordinate amount of risk and withstand criticism, indifference and cynicism from every quarter. Most importantly, they must have the capacity to envision a great design and then transform that vision into action. A skeptic would find little or no relationship between philosophy and the modern practice of the public. A purist would probably go further and find offensive the very idea of comparing these two seemingly opposed disciplines. One, grounded in the metaphysical pursuit of knowledge for its own sake, and the other, a pragmatic and practical effort to conduct the public's business, appear to be at opposite ends of an intellectual continuum. Closer examination reveals that both disciplines share similar characteristics and both pursue parallel aims. Philosophy and public administration seek to understand human motivation, philosophy for the sake of pure knowledge, and public administration to harness this understanding to practical ends. Human apprehension and resistance to change is but one aspect of this understanding that is shared by both disciplines. The idea of a flatter, more horizontal organization, one with a minimum number of organizational layers separating the front line employees from senior management is by no means new. Organizations, if one can call them that, in the early years of the industrial revolution consistently reflected an absolute minimum number of layers. Indeed, a face to face relationship often existed between ownership or management and the employee or worker. As methods of production grew increasingly complex and the principles of scientific management were applied, more and more layers of organizational structure were created. Organizations being ongoing entities, these layers tended to become permanent features of the organizational landscape, often well beyond the time where they†re original intent and usefulness has become obsolete. The private as well as the public sectors has found that the pressures of operating successful enterprises in an ever-changing competitive world, demand new management approaches. A realization has emerged that a principal impediment to the rapid response to a changing environment is organizational structure.    The organization, which was to emerge, was to strive to become boundaryless, free from the confines of the hierarchical past, and organized around processes rather than functions. We desired to become a customer-oriented, fast, focused, flexible, friendly and fun organization. But here again the government felt as though they need to step in. We carefully blended concepts from a diverse variety of management thinkers. As we met in community meetings, every idea and suggestion that complemented our vision of the future organization was documented on video and considered. If we valued the people as assets, then we had to come to respect them. Our habits and organizational routines stripped people of initiative and pride. People frequently did â€Å"leave their brains in the parking lot† as a way of coping with the nature of the anything. They did it because the message we sent through all of our command and control structures, most notably, that people shouldn't do anymore than what the job description said. And we reinforced this with compensation systems that rewarded this behavior. We had to set these human resources free. The people of the U.S. needed to feel that they had a right to exercise the freedom to think and the freedom to act. We would work very hard to demonstrate we were credible on this point. Until we could free all of our assets and apply them to the services we render, it was hopeless to believe that our customer focus could be evident. Individually, we hope to achieve meaningful and lasting contributions. To do this, we must first look inward and objectively determine what our strengths and weaknesses are. Ideally, we should be able to use the benefits of the former to slowly erode the drawbacks of the latter. Persistence and patience, coupled with the use of character, should allow us to achieve this end. Organizations, however, rely on the interdependent actions of the individuals that comprise it. Therefore, if these individuals hope to enact any significant changes they must first ensure that there is a commonality of purpose, a shared vision. Importantly, this vision must be embraced by and apply to each and every one of the members. In this fashion, interdependence and commonality of purpose can be achieved. Governments have found that they can legislate laws that define what is acceptable and what is not just as proven by Alexis de Tocqueville. This definition of acceptability is accompanied with a corresponding punishment. Governments draft, approve and enforce laws. They cannot, however, hope to legislate morals or morality. They have tried, and they have failed. That laws cannot prevent human beings from killing each another is not tragic. It is only one's conscience, based on the moral principles under which we were raised, that prevent us from breaking the law. The laws of the land say we must be punished, but the same laws are powerless to prevent us from killing does this sound just to you. Laws are the manifestation of the moral principles we all learned as children. They are the shared morality, the ethics, of a nation. We felt the need to create a code of ethics based on simple common sense principles derived from a general consensus. This was of paramount importance in our quest. To that end, we adopted our foundational principles. We choose to define empowerment, as the freedom to think and the freedom to act, with the appropriate knowledge of the responsibilities linked with the exercise of power. The first principle, to treat each other with respect and dignity, was embraced by all as the most important guiding principle. The second, that sharing is not a weakness, required a huge shift in perception. To view sharing as strength, rather than as a weakness, becomes very important in the context of the chaos of large-scale change. Without these principles, we could not proceed to fundamentally re-invent ourselves. There are a number of desired talents that any organization needs from its members in order to achieve excellence. Competence, becomes a de facto assumption, for without it the attainment of our goals and objectives is doomed to failure. However, competence, by itself, does not constitute the only element in this formula. Character is the catalyst that binds all the diverse organizational elements into a coherent whole. In fact, character is probably considerably more desirable than competence. Most organizations believe that you can teach skills to create or supplement competence, but you can not teach, dictate, or prescribe character. The third essential talent is intuition. We each have an inner voice which, when combined in the presence of character and competence allows us to do great things. This is a sadly an often ignored reality of leadership. Perhaps one day soon the people of today†s times will start seeing what minority groups of the government would just prefer we not.

Drug Testing Welfare Recipients Essay

Many people are constantly discussing the issue of welfare recipients abusing the system and spending their money on drugs while receiving government assistance. This issue has brought forward a possible solution of states passing legislation that will require welfare applicants to submit to a drug test before receiving any sort of government assistance. Drug testing welfare applicants before allowing them to receive assistance is a positive idea because most employers require drug tests to be taken by applicants pre-employment. This will help make sure that the government funding is being put toward the family and the needs of the household, and also because in the future it will benefit the children growing up in the home. All welfare applicants should be drug tested prior to receiving funds. Most employers today require pre-employment drug screens and some employers also drug test their employees randomly throughout their time of employment. They do this to ensure that they are hiring a responsible employee that will not show up to their place of employment while under the influence of illegal substances. As everyone knows, illegal substances that employees test for are typically mind altering medications that prevent people from functioning normally and doing their job to their full potential. Working while under the influence of illegal drugs also poses a safety risk to the employee and surrounding employees. If to earn an income at most jobs people are required to pass a pre-employment drug screen, there is no reason that to earn an income provided by the state should be any different. Some employers also require their employees to submit to random drug tests while employed with their company or business so that no one can â€Å"cheat the system. † This helps employers make sure that their employees are drug free at all times. When a welfare applicant is granted assistance, the state assumes that all of their means of income are being used to buy items that are needed by the family and by the household. However that is not always the case. In some welfare cases the recipients are abusing drugs. By drug testing the recipients before granting their request for assistance and then randomly drug testing them throughout the time frame that assistance is required, this will significantly lower the amount of recipients that abuse drugs. Arizona representative and member of the Committee on Health and Human services, Kimberly Yee states that, â€Å"Arizona established a program in 2009 to test welfare recipients for drug abuse when there’s a reasonable suspicion of drug use. This program confronts addicts with their drug abuse problems so they may quickly receive treatment and become productive members of society again. † If welfare recipients confront their problem and become productive members of society it will ensure that any possible income will be going toward things that the family and children need such as food and clothing. Children who are raised by sober parents start off with a chance at a brighter future than children who are raised under the care of a drug addict. Parents who work regular jobs and are required to pass a pre-employment drug screen are able to provide more for their children. Instead of spending their money on drugs or alcohol, they use it to buy items for their children. Sober parents have more money to buy food to make sure that their children are well nourished. Sober parents also have more money to buy items like books, coloring books, crayons, markers, or arts and crafts supplies which will all be assets to a child’s learning and development. Children of sober parents are more likely to be able to join groups or teams in schools also which will help them socialize. All in all, growing up with sober parents benefits children and can seriously affect their future positively. Growing up with parents who use illegal drugs could create a pattern throughout their children, and they could end up using drugs as well when they grow up. The Office on Child Abuse and Neglect, Children’s Bureau, ICF International states that, â€Å"Children who experience either prenatal or postnatal drug exposure are at risk for a range of emotional, academic, and developmental problems. For example, they are more likely to: experience symptoms of depression and anxiety, suffer from psychiatric disorders, exhibit behavior problems, score lower on school achievement tests, and demonstrate difficulties in school† (â€Å"Protecting Children†). If we can lessen the amount of children that are forced to grow up with â€Å"high† parents, we can brighten the future for everybody. Drug testing welfare applicants before allowing them to receive government assistance will be beneficial because most employers require drug tests to be taken by applicants pre-employment, it will help make sure that the government funding is being put toward the needs of the household, and also because in the future it will benefit the children growing up in the home. If to go out into the public and get a job you are required to pass a pre-employment drug screen, then there is no reason that to earn income from the government should be treated any differently. Drug testing welfare recipients will increase the number of children raised by sober parents instead of parents that are under the influence of illegal substances. States passing legislation to require welfare applicants to submit to a drug test before they are granted assistance will only benefit people positively. When the baker is informed of the child's death, he is appropriately chagrinned to have made the harassing phone calls. With what little humanity he is able to salvage, the baker offers th e Weiss couple food, observing that "Eating is a small, good thing in a time like this." (Carver 88). By this he acknowledges that some things in life cannot be changed, but can only be endured. Food will comfort and sustain the body, giving it the strength to continue. Frankie's choice bears a greater price: as a reformed Catholic, he understands that he damns his soul through assisting Maggie with suicide. His love for her overrides the sacrifice of his soul - and hers as well - to help her escape the suffering. Maggie's relationship with Frankie develops from that of mentor and trainer to father figure. With the loss of her father at the age of 12, Maggie has floated without direction for most of her life until discovering boxing and, through it, Frankie Dunn. In comparison to her sycophantic relatives, Frankie is the only person who genuinely cares for Maggie. When Maggie attempts suicide by biting off her tongue, Frank realizes the extent of her anguish. She has explained to him the story of her father putting the dog out of its misery; when she lies there as tongue-less as her father became, the parallel is complete. He has taught her how to balance, how to move, even how to breathe and now she needs him to allow her to die. Frank understands her need, and, just as he was the only one who could help her to realize her dreams, he is the only one she can ask to end her pain. The roles are essentially reversed with the Weiss couple and their son. They are unable to communicate with him and can only pray for his recovery. The harassing phone calls from the baker prove to be a blessing in disguise, for it is the only distraction they have from ruminating about the status of the Scotty. When the child dies, the recognition and confrontation at the bakery proves to actually be a cathartic experience for the parents. Ann Weiss explaining how she wanted the baker dead is intriguing, both for its implication of transference, but especially because of the past tense used. Through illuminating the baker of Scotty's demise, the parents are able to release some small amount of their own pain. They are even able to empathize as the baker bares his soul by describing his own loneliness due to lack of children. While

Should a Piece of Literature Be Judged on Its Literary Merits Essay Steven Brust once wrote: â€Å"In my opinion, the proper way to judge a novel is this: Does it give one an accurate reflection of the moods and characteristics of a particular group of people in a particular place at a particular time? If so, it has value. Otherwise, it has none. † (Brust, Steven. 2005. Sethra Lavode). Brust, quite clearly has joined this debate regarding literary theories. He claims that if aspects of literary piece, aside from its own merits, are not significant then it has no worth. It is continually and widely argued by critics of literature whether a book should be based on its literary merits alone, or if only certain aspects, such as history, regarding its writing should be relevant. The relationship between history and literary work is often questioned. There are four main models that have been devised to explain this. The first regards a piece literary work as universal and belonging to no time period. The model states that historical context has no significance in literary texts, and that both should remain autonomous from each other. Critics are concerned with literary texts being artefacts in themselves that surpass the possibilities of a particular time, thus the idea of specific historical context is dismissed. R. S. Crane supports this view and in an essay said history is part of â€Å"the general history of culture† whereas literature should be â€Å"imaginative works considered with respect to those qualities which can truly be said to be timeless†¦ quite apart from any knowledge of their origin or historical affiliation† (Crane, Ronald. 1967.‘History versus Criticism in the study of literature’, in The idea of the Humanities and Other Essays Critical and Historical, Vol. 2. Chicago: University of Chicago Press). In short, this model centres around the basis that a literary work should be judged on its, as Crane said, ‘timeless qualities’ for example the quality of its linguistic features and other aspects that give a work literary merits. The second model regarding history and literature is based on the idea that the historical context of a literary piece helps lead to proper understanding of it. A text is produced within a certain historical context but this should remain separate from the literary context. This model is often favoured by critics that analyse literary texts by considering their historical background and context. This can be regarded to any aspectwhether it is: political, cultural or linguistic. A 1934 study by Basil Willey: The Seventeenth Century Background: Studies in the Thought of the Age in Relation to Poetry and Religion shows even by its title a support for this model. It is implied that Willey and similar critics agree that historical context forms a foundation of understanding when studying a literary text. They would argue that literary work in order to be analysed must be understood and to be understood needs to be looked at in respects to its historical context. The third model when looking at the relationship between pieces of literature and history is essentially the opposite of the second. It centres on the idea that a literary piece can help us understand the time in which it is set. This is explanation talks about realist texts in particular and how they can provide creative depictions of historical events or periods. It assumes that literary texts are almost subordinate to their historical context and they are reflections of their time. For example Keith Thomas appeals to Shakespeare to justify this point of view: â€Å"In Shakespeare’s plays, the curses pronounced by the characters invariably work†¦ not just for dramatic effect† but that â€Å"it as a moral necessity that the poor and the injured should be believed to have this power of retaliation when all else failed† (Thomas, Keith.1971. Religion and the Decline of Magic: Studies in Popular Beliefs in Sixteenth and Century England. London: Wensfield and Nicolson). This model is known as the reflective approach, it regards literary work as an aid to develop our knowledge of history using the historical context of a literary piece. The last model regarding literature and history is probably the most complex, though it is also seen as the most interesting to theorists. It claims that literary texts are connected with other discourses and this makes literature itself a part of history that is continually being written. Critics that agree with this theory, widely known as ‘new historicists’, argue that the question of the relationship between history and literature is wrong; despite their differences the last three models assume that ‘history’ and ‘literature’ are fundamentally separate. They distinguish between the interpretations of literary texts and the transparency of history. Stephen Greenblatt writes in an essay: â€Å"methodological and self-conscious is one of the distinguishing marks of the new historicism in cultural studies as opposed to historicism based upon faith in the transparency of signs and  interpretive procedures† (Greenblatt, Stephen. 1990. ‘Towards a poetic of Culture’, in Learning to Curse: Essays in Early Modern Culture. London: Routledge). Hence, new historicists argue that the making of the literary texts is a cultural practice, and only differ in their specific mode. No absolute distinction can be made between literary and other cultural practices. Theorists such as Hayden White, claim that this model implies that just like literary texts the ‘facts’ of history need to be read (tracing the past is similar to telling a story). In an extract from White’s book, Tropics of Discourse: Essays in Cultural Criticism, He writes: Histories ought never to be read as unambiguous signs†¦ but rather as symbolic structures, extended metaphors, that ‘liken’ the events reported in them to some form with which we have already become familiar in our literary culture†¦ By the very constitution of a set of events in such a way as to make a comprehensible story out of them, the historian changes those events with the symbolic significance of a comprehensible plot structure. (White, Hayden. 1991. Tropics of Discourse: Essays in Cultural Criticism. Baltimore: The John Hopkins University Press) Considering this we would come to the conclusion that methods of (critical) analysis should be suitable for both history and literary texts. In short, a new historicist perspective think that in the reading of a literary text the idea of historical context cannot be settled, and that this context is decided by a negotiation between the text and the reader Ultimately, the majority of literary theorists fall on the side that accepts the use and aid historical context when critically analysing a literary text. Only the first model seems to completely disregard historical context in literary work for the belief that a piece of literature should be ‘timeless’. The second and third model accept historical context as part of the method of analysing a literary piece. However, still confidently differentiate between literature and history, they are seen as merely aids for each other. The last model is set apart from the rest as it does not polarise the categories and treats them as to intertwine subjects that cannot be considered without each other. In my opinion historical context should be relevant to the reading of literary text, it is inevitable that the two should overlap especially during an in depth analysis of a literary text.

Wcf Architecture In Depth Information Technology Essay Nowadays distributed system becomes increasingly significant and a great number of developers utilize that technology to build their applications. One of the most common used technologies is WCF which stands for windows communication foundation. WCF is utilized on windows platform and .NET framework. On .NET framework WCF is the first service-oriented model. There are three important components in WCF in terms of programming model and they are address, binding and contract. Moreover, there are two layers in layer structure of WCF and they are Messaging layer and Service Model layer. In order to understand WCF deeply some good features of WCF will be introduced such as unification of different technologies, interoperability with other existing applications and fully support for Service-Oriented development. INTRODUCTION WCF, which stands for Windows Communication Foundation, is utilized by many distributed system application developers for its outstanding advantages. WCF enables developers to build their applications which can meet different requirements by unifying current distributed technologies. Applications developed by utilizing WCF can interact with other applications developed in other languages and on other platforms easily. Updating conveniently is another advantage WCF has, since it is unnecessary to re-deploy the whole application if only a part of the solution needs to be modified. Address, binding and contract are the three essential components of WCF. Address is used to guide the packets to the destination. Bindings responsibility is to specify the methods how the packets are sent. Contract is in charge of what message the packets should have. The layer structure of WCF will be introduced in this research as well. Messaging layer and service model layer are the two layers. WCF has som e outstanding features and these features will be illustrated in the following paper. SERVICE-ORIENTED ARCHITECTURE WCF utilizes service-oriented as its model, as a consequence, it is necessary to introduce the service-oriented architecture (SOA) before introducing WCF. Comparing to object-oriented architecture, SOA can solve many problems which are brought up by object-oriented architecture. For example, different components of an application do not depend on each other tightly, so modifying applications so as to meet the business needs is not expensive and complicated any more. Some of the significant features and principles will be illustrated as follows. The definition of SOA is that SOA contains a set of services and these services were designed well by other developers. Hence, different services have a loosely-coupled relationship which enables developer to modify any services as needed without affecting any other services. More specifically, in object-oriented model changing only a small part of the solution will lead the whole application to be redeployed. However, in SOA all the services do not depend on each other tightly and they are all autonomous. The client side of an application has no clue about the implementation process on the sever side and vice versa, as a consequence, implementing and modifying services on both client and server is flexible. If a service needs to be updated and the service is still available there is no need to modify services on the client side. Schemas and contracts, which are two significant component of SOA, are two aspects that SOA concentrates on to communicate with different nodes rather than classes. As a consequence, SOA enables the distributed application platform and language independent. ARCHITECTURE OF WCF WCF has attracted more and more attentions due to many pros of it. Before WCF was invented, what developers utilized to develop applications were DCOM, .NET Remoting or Web service. However, these technologies brought many drawbacks including security, cross-platform and performance and so on. After WCF was invented a great number of developers had started to utilize the new technology and the problems mentioned above can be solved by WCF completely. Address is responsible to inform the data packet where to go. Binding is in charge of the way how to communicate with the services. Contract is used to define what the service contains or what the service is able to do. These three components of WCF are also known as ABCs of WCF. Endpoint as shown in the figure 1 constitutes address, binding and contract and it is can be seen as the gateway for other clients. In order to communicate with a service, clients should know the ABCs of that service. As we know, the Web Service Description Language (WSDL) is responsible to describe what an endpoint can do and how to access that endpoint. There are two sides of this programming model and they are client side and service side. Client side The client side can only consist of one endpoint which has address, binding and contract for each service. In the whole program the client side contains a proxy which enables the client to communicate with the service. When communicating with different services the client can utilize multiple proxies which use multiple endpoints accordingly. A proxy is utilized to fulfill the job of CLR interface which has the same the function as service contract. Proxy not only does the job of service contract but also provide extra functions to manage the life cycle of a proxy. All the attributes of a service are assembled by a proxy such as service address, service running environment and transport protocols. Different behaviors can be defined by the client in order to configure the local configuration files including instancing, concurrency, transaction control and security. Service side There can be multiple endpoints on the service side and these endpoints are in charge of sending messages to a service if there are some services requesting message sending in. behaviors do the same jobs as the behaviors do on the client side. On the service side there is a significant component named dispatcher which is related to the proxy in the client side. Proxy and dispatcher work together to convert between methods that clients desire to invoke and WCF messages. Channel dispatcher and endpoint dispatcher constitute one channel stack. Channel dispatcher is responsible for getting messages from the channel and choosing the endpoint dispatcher in which these messages will be dealt with. Endpoint dispatcher consists of filters and dispatch runtime. More specifically, it is the filters that make sure the incoming messages are dispatched to the right function within a service object. After the messages are dispatched to the endpoint dispatcher, the message will be transfer to dispatch-runtime within that endpoint dispatcher. The object of Dispatch-runtime is utilized to choose which function to call and serialize or de-serialize functions parameters and control objects lifetime. More details about ABCs of WCF Address Address is utilized to tell clients where the location of the service is. Of course, before a client can communicate with the service side, it needs to know the address of the service first. The format of the address in WCF is URLs. In the URLs, many things are defined including protocols, the address of the terminal providing services and the path which can enable the client to get access to the actual service. In URLs port number in address is not fixed and which port number to use depends on the types of transmitting protocols. More specifically, there are four parts of the address section. Firstly, transport scheme is responsible to define the protocol which is used to transfer message. Secondly, Name of the service machine is used to locate the machine which provides the services. Moreover, the name for that machine should be fully qualified domain name which can be translated to the right IP address by some DNS servers. Thirdly, what port number developers can use totally based on transmitting protocol. By default port 80 is for HTTP address. The last one is path which is the name of the directories. Here is the format of address Scheme ://< hostname of service > [: port number]/path1/path2. Binding Binding plays a vital role of defining the method to communicate with service side. Binding is responsible to control transport, channels, encoding and WS protocols. WCF has provided a large number of models of binding and these models can almost satisfy most of the developers. Custom binding can be built to meet the needs of developers who have special demands for the binding model. More specifically, a binding can be seen as a multiple layered stack which contains one or multiple channels and these channels are in charge of processing data. Transport channel is at the lowest level of this stack which is utilized to adapt the stack to the transporting protocols such as TCP, HTTP and SMTP. This special stack is used to supply with a concept. And that concept is responsible to define in which way the message should be sent and to define what the messages should contain or what protocols should to be used for transmission. Contract Contract is used to define what a message should contain or what services the service side can provide. More specifically, it is the contract that defines what services need to be exposed to outside thereby deciding what to implement inside. Moreover, contract enables the interoperation between different platforms to be authentic. Three different types of contract will be illustrated as follows. The first one is service contract which is utilized to define the transmitting methods among clients and services. Message contract is the second one and is used to define the message architecture. SOAP envelop can be modified by message contract. The last one is data contract which holds the information of classes such as types defined in classes and that information will be transferred between clients and service. There are three messaging transmission methods and they are one-way, request-replay and duplex. In the one-way pattern a client sends out messages to the service, but the client does not wait for the response of that service. The pattern is like invoking an asynchronous function which does not have a return value. The second pattern is request-reply pattern in which the client will wait for a response from service after sending a message. That client is able to do nothing until it receives the response from the service. In other words, the request-reply is a two way interoperation which can be seen as a synchronous communication. This request-reply pattern is utilized as the default method in WCF. The last one is duplex pattern and this pattern is the most complicated manner comparing to other two patterns. The duplex pattern is a real peer-to-peer communication and the client and the service send and receive messages simultaneously which are transferred on different channels. In thi s method the client and the service can be seen as the message initiator. THE LAYER STRUCTUR OF WCF Figure 3[4] The layer structure of WCF WCF has a layered structure which contains two different layers and they are service model layer and messaging layer. What a developer to do on the service model layer is to do the programming task, however, the messaging layer, which is underneath the service model layer, is responsible to transport the all the messages to the destination. The concept of layer structure enables to separate the programming from the messaging. As shown in the figure 3, service model layer is the top layer which is in charge of contract, policy and behavior. And behavior is the most significant part among these three. Channels, encoders, transports and protocols are the components of messaging model in which the channels is the most important part. Messaging layer In messaging layer all the real messages are transferred on this layer which is similar to the network layer and data-link layer in OSI model. Moreover, transports protocols are defined at this layer as well. Format for the messages and the messages encoding rules are both defined at messaging layer too. Channel is a function that the messaging layer provides which is responsible to transmit messages among clients and services. Channel function is so important that messaging layer is sometime called channel layer. Address and binding are two significant components in channel. Address is utilized to tell the message where the service location is and the bindings responsibility is to manage the methods that messages should be sent. In order to enable the messaging transmission to work well between clients and services, both the client and service need to understand all the variables such as protocols, the encoding, method defined to transfer message and transport. It is the factory tha t enables the client side to create channels so as to communicate with services. Listener plays the role of accepting messages from client side through predefined channels. Channels another function is that it can monitor the forwarding messages and receiving messages by utilizing specified transport and messaging transfer method. Service Model layer Service model layer enables to affect the messaging process by utilizing object-oriented programming rules. When developers design their applications the design actually happens at this layer. In other words the service model layer responsible for the design of the application and it provides user-friendly API which includes classes, functions, attributes and configurations. In service model layer the most significant part is behavior and client and service can have multiple behaviors. Behaviors do have effect on the translation from messages to .NET attributes rather than affecting on contract. UNDERSTAND WCF IN DEPTH Unification of current technologies Nowadays a number of distributed technologies are utilized by developers to develop their applications. Although there are some advantages of these technologies, these technologies brought many problems. These technologies utilize different programming languages and models. If developers desire to build distributed system they need to utilize distinct APIs. WCF is the new technology which enables developers to build distributed system for different business corporations by utilizing only one API. WCF can be seen as the combination of these current distributed technologies such ASMX, .Net Remoting, MSMQ and WS-* technology. WCF also inherits the advantages of these technologies such as efficiency from ASMX, extensibility and flexibility from .Net Remoting and so on. Some of the technologies will be illustrated as follows. ASMX stands for ASP.NET Web Services which provides great interoperability and the ability to make packets pass through firewall easily. ASMX transfers data through messages as well. Different transport protocols can be utilized to transfer message such as HTTP and TCP. And the main protocol for message is SOAP the format is XML. However, ASMX is not flexible in choosing delivery methods and security manners. It is the ASMX that enables to communicate to applications which is developed by J2EE across the internet. ASMX has been seen as a very outstanding vendor-independent technology. .NET Remoting has a good support for the lifetime management and self-defined hosts. Moreover, it has an outstanding extensibility and flexibility. If there are many boundary clients which needs to communicate with a central server .NET Remoting is the best choice, because the both the client and the server should be developed on .NET environment. This .NET to .NET architecture provides the best performance. Enterprise Services is the next generation of COM+ and can be utilized to manage the lifetime of object and specify the distributed transactions. Enterprise services enable developers to focus on building service-oriented components. The interoperability is one of the relatively serious drawbacks. And the number of communication protocols which support this technology is small. WSE stands for Web Services Enhancements and can be utilized to talk to J2EE based applications. A large number of the agreements which are defined in web services have been implemented in WSE, as a consequence, WSE can be called WS-* specifications. WSE can ensure the security of an application. MSMQ is the abbreviation of Microsoft Message Queuing. MSMQ enables to send messages to the partner applications which are not available or online. In other words, MSMQ lets the messages stayed in the queue and sends the messages to the server when it is available. MSMQ is the best for applications that the servers are not online all the time. In order to make the other technologies work for WCF, developers need to attach specified elements to the contract of WCF. WCF can gain a great number of good features due to the unification of others technologies. Some of the good features which inherited from Web Service are shown as follows. Because WCF has a good support for web service, WCF gains some good features about security. WS-security and WS-Trust enable WCF to provide many functions including integrity checking, authentication and so on. These features can ensure the security for the transmission for SOAP messages. WS-Reliable messaging adds an additional tag into SOAP header which enables WCF to ensure its communication much reliable. WCF also supports the integrity of the data because of the feature of WS-Coordination and WS-Atomic. WS-Addressing can be used to make the messages transmission without utilizing transport protocols. Interoperability with Other Platforms Nowadays distributed applications are developed in many different languages and the technologies utilized are invented by many different vendors as well. That situation happens in many enterprises and the applications using WCF can communicate with other applications using other language or software because WCF utilizes SOAP as its communication protocol. WCF based applications are able to interact with applications working in distinct process on same terminal and applications working on other terminals. Applications built on WCF can interoperate with each other when they are run on different operating systems such as Linux and windows. WCF is able to enables the previous technologies to with compatibly with itself. More specifically, SOAP is utilized by both ASMX and WCF; as a consequence, ASMX built-on applications can work compatibly with applications which are based on WCF. Service-Oriented Development is supported Over the next few years, creating applications in a service-oriented style will become the norm. For this to happen, the platforms on which those applications are built must provide the right support for creating service-oriented software. Achieving this is one of WCFs most important goals. Building distributed applications by using Services-oriented Development will be increasingly popular. WCF is seen as the first service-oriented development technology in the platform of windows, which provides a good support for platform independent and updating services conveniently. What does WCF concentrate on is the service rather than object. Some of the key principles about WCF are illustrated as follows. The first one is shared schema. Communication between applications never depends on classes anymore and what they depends on is schema which has be predefined in both of these applications. The behavior transferring attributes such as classes or functions will be banned. Secondly, services are all independent. An interface should be defined between clients and services, which enables the application language and platform independent. However, the clients and services should be loosely-dependent. Lastly, the boundaries should be defined clearly. The explicit boundary enables the remote objects to be seen as they are local. CONCLUSION In conclusion, WCF is a Windows platform service-oriented technology which is able to provide interoperability between different applications. Nowadays distributed application developers prefer to utilize technologies built on service-oriented architecture. One of the advantages of service-oriented architecture is that different components of an application depend on each other loosely, so modifying application in order to meet the business needs is economical and easy. WCF is an outstanding representative of SOA and it has three significant components in its programming model. The three components are address, binding and contract. Address is used to tell where the message should be transferred. Binding is responsible to define how to communicate to a service. Contract is in charge of describing what services are provided. There are two layers and they are service model layer and messaging layer in terms of WCF layer architecture. One of the important responsibility in messaging lay er is how the real messages can be sent out with all the attributed being serialized. Service model layer is responsible for the design of the application and it provides user-friendly APIs for the future utilization. In order to get a deep understanding WCF, a number of features of WCF was introduced. WCF is like a combination of other distributed technologies and it makes the combination of technologies is much user-friendly. Shared schema, Independent Services and Clearly Defined Boundaries are the three key principles to SOA.

Deviant behavior is anything that a person does that is out of the norm. Robbing banks, stealing cars, and assaulting individuals are easily considered deviant behavior, but can people be deviant while still being within their legal rights and without breaking any laws? One congregation that does not break any laws, but is considered to be out-of-line, is the Westboro Baptist Church. The Westboro Baptist Church has been called offensive and their actions are frowned upon by many. Is the Westboro Baptist Church actually a deviant group in disguise? In order to get to know about the Westboro Baptist Church, a person needs to know a little about who they are, where they came from, and what they represent. The Westboro Baptist Church was created in 1955 by a man named Fred Phelps, in Topeka Kansas, and is considered to follow old school Baptist beliefs (God, 2011). The Westboro membership numbers less than 100 who profess to all of the teachings of the Bible, and preach against every type of sin (God). Uncommonly, the church has no known affiliation to with any other Baptist churches (Parks, 2010). The Westboro members have been known to picket at least six events a day, such as: soldier's funerals, celebrity funerals, homosexual functions, etc. (Parks, 2010). Climate Change in Africa and Its Effects

Suggest ways in which climate change might affect Africa’s physical environment? Many things will happen to Africa’s physical environment as climate change happens, however the main ones will be: decreased or no change in crop growing with some even going down over 20%, decreased rainfall in parts where there already is only 1-100mm a year anyway; it contains around 29% of the world’s mammals, birds and plants and also 17% of the amphibians and reptiles, and finally Africa has a lot of low lying coastal areas which are prone to flooding.This leads onto my first point†¦ As the ice caps continue to deteriorate in size and melt into the oceans, they then rise. This directly causes problems to low lying land areas Africa like Tunisia who is right next to the sea. The reasons for this is that flooding will happen and cause the infrastructure to be washed away and also a lot of the population in Africa are of a poor nature and so flooding happens they lose out or at worst perish from malnourishment as a result of the flooding from the sea and decreased rainfall, this links to my next paragraph, As a result of climate change Africa has seen droughts rising especially in the Sahara.The cause of this is most likely the decreased rainfall that in some places is predicted to drop by at least 10-20% a huge amount considering the amount of vegetation and animals supported by this rainfall which by 2050 will largely in part be gone as a result of climate change. In conclusion even though there may be some good benefactors to do with climate change effecting African environment, most however are on the negative side as they are effects like reduced rainfall and flooding to low lying areas, which are easily flooded as they are built next to the sea.Another process that of costal erosion where as the flood water retreats it starts to wear down the vick. Examine the possible economic impacts of projected climate change for the African continent? Firstly there are many economic reasons which will be impacted on the other hand there are a few main ones these include crops getting destroyed by either flooding or droughts, another is rainfall and last is the malaria outbreaks more often.Secondly, droughts and floods have a disastrous effect on the economy, the reason for this is that crops won’t be growing or are washed away. This then directly effects most African nations that are experiencing it as then they will lose out on their crop harvest and also the economy’s there are mostly agricultural. The floods and droughts also will then go onto effect the people. This leads on to my next point†¦ When the rainfall starts to decrease by sometimes up 20% so do the crop harvest.This again creates the same problem as before during floods and droughts this is because again that it affected the food supply and as the economy is agricultural many more people become more bankrupt and put into the poverty cycle. Thirdly Malar ia is a great threat to the economy as, as it gets hotter they begin to migrate to new places around Africa. Because these mosquitos have Malaria the places where they have been spreading to are more than likely not to have a vaccine.This then affects the economy as a lot of people are off of work and so can cost the country millions going into billions of dollars this again creating a poverty trap. In conclusion there are many factors that affect the economy. To start with Malaria is most definitely one as the more people it infects the more people are out of work and so are not contributing to the economy this then links to decreased rainfall as predicted by 2050, which is North Africa and so as that heats up it increases the mosquitos that migrate there and so this creates a Major town.

In this paper I am going to cover the cultural and ethical factors involved with a company by the name of Levi Strauss and Company and the issues the company faces when attempting to expand to another country. Expansion is a goal that all companies want to achieve; because there are a lot of benefits a company can receive when expanding, makes more money, getting into the stock market, lower cost for part and labor, and most of all becoming a well-known name brand. With expanding it is not just glitz and glamor there are moral cultural and ethical issues to face. When bring a product and organization to another country. Cultural Issues when Facing a Global Organization Levi Strauss and Company is a well-known clothing brand. This organization was originated in North America, state California City San Francisco. Levi Strauss and Company manufactures clothes in 110 countries outside of the US; and as a result of that t50% or more of the organizations profits came from overseas. Levi Strauss and Company has had to face some of those ethical and cultural issues for the public and exterior partner companies. This issue stems from factories in Bangladesh because there are reports of the organization having under age workers. In Bangladesh children working at a young age in common. In their soil this is not an issue because without the children and parents working there is not enough money to support the family. The issue in this situation is in Levi Strauss and Company terms and engagement is say that the organization is not allowed to higher or work kids under the age of 16 because in the US it is illegal. Child labor laws is an issue that always get the media, workers right unions, stock holders and investment firms upset. (Levi Strauss and Co., 2010). The Ethical Perspectives Ethical perspectives set by last Levi Strauss and Company comply with the majority of other global organization. To be considered ethical all global businesses must follow the following. †¢Emphasizes accountability for anticipating and responding to ethical crises †¢Encourages participation in decision making †¢Aligns personal, professional, and organizational aspirations and behaviors †¢Promotes courageous efforts to identify and resolve ethical dilemmas †¢Fosters dialogic communication †¢Establishes transparent structures, policies, and procedures As of now the only standards being upheld and practices by Levi’s are A Global Anti-Bribery Policy An Anti-Corruption policy (Shaw, W. H., & Barry, H.,2001) A Worldwide Code of Business Conduct 2010 was not the only year Levi Strauss and company had issues complying with child labor laws; back in 2008 the company has issues with their cotton fields in Uzbekistan. The organization has not tried to cover up any of the information that has been found; in fact the company said they have been looking into changing that correcting that situation. That situation ended in Levi Strauss and Company not accepting any fabric from Uzbekistan and all of their factories. Doing this solves the issue in regards to the company but this does not stop Uzbekistan form doing the same thing with other countries. Levi Strauss and Company has been good about handling their issues when it comes to violating child labor laws. In most cases when the organization finds out this is happening the first thing they do is fire all of the underage workers and make sure they cannot be rehired until they reach the proper age limit. Another step Levi Strauss and Company has taken is education students and teachers of the child labor laws to avoid future issues with child labor laws. Ethical Perspectives in Different Cultures When a business has expanded to over 100 countries facing ethical and cultural issues is something that can’t be avoided; and sorry to say child labor laws are not the only ethical or cultural issue the organization has to deal with in the global market. Some may try to compare this to a discrimination issue, because this topic has become popular today. In most cases decimation consist of religion, race, age, or gender. However that is just in the US because in other countries businesses are straight forward when it comes to discriminating and it is not viewed as illegal. This raises the question should businesses adapt to the ways of the country that they are doing businesses in? But if this is done will it lower the standers of the organization and the relationship between the public and the business. Aside from child lobar laws corruption is another issue Levi Strauss and Company has to face. The organization have factories in Vietnam and just like all other businesses in Vietnam there is a tax to be paid; not a government tax but a tax form corrupt people in the country, it is said that 67% of businesses in Vietnam have to pay bribes. (Unruh & Arreola, 2010). These are just some of the issues that a business has to face when they expand to other countries. it is clear to see the different ethical stander set be different countries in regards to Levi Strauss and Company. This organization is not different than any other working outside of the US; they must commit to fixing the issue that come about when operation a business in another country and maintain the ethic codes set by the organization. Levi Strauss and Company has ablations to their employees, customers, and the public. They took a vow to operate their business in an ethical manor. Just talking the talk is not enough Levi Strauss and Company need to stay on top of everything to avoid child labor and all other issues when running a business outside of the US Conclusion In all there are a large number of businesses they have traveled outside of the US in efforts to make more money. What the businesses need to work in is businesses sticking to ethical standers; and making sure that all standers being set by the company are completely being followed. The best thing a business can do is stay up to date with all methods of operation in countries outside of the US. HR management is a very important aspect that need not to be overlooked in companies, as it is the most important process in most of the companies, especially the services based companies, one of the best company in the services sector of the world is emirates airlines, emirates airlines has been known as one of the best companies in the world in terms of servicing and quality in the airline industry business, emirates airlines being a services sector company implements HR as their main process, and they are doing it very effectively, but as every company has a downturn in its lifetime, the downturn faced by emirates airlines is more related to the conflicts in their diverse workforce, and is often been used in the HR field as one of the most important HR case to discuss, therefore we will analyze the HR processes in this project and will try to find the main cause behind the sudden downturn in the HR processes of emirates airlines, and the strategy that they applied for coping up fr om the issue. The company had already received more than 250 international awards for excellence, and it is emerging as one of the best airlines in the world, the revenue of the airlines shad increased by as much as 49% in the previous year, therefore accounting for one of the best growing company in the airlines sector. The human resource of the company also plays a very important role in the success of the company, as the employees of the company has a definite rule and set of instructions that they have to follow in the processes in the company, the services of the company are defined and should be practiced at every single flight of emirates airlines according to the company’s instructions, because the HR processes designed by the management of the company is unique and they are defined in such a way, such that the after following that set of steps, the success of the business process is sure. Emirate airlines is showing great growth in the business, and as emirates recruits peoples from diverse backgrounds and culture, therefore it is becoming even more difficult for them to manage the workforce conflict that often arouses because of different backgrounds, this is the only problem that the company is facing as the human resource of the company, and the workforce of the company had increased to a much larger extent in the past years. While emirate airlines provides travel services, Dnata the other group of emirate airlines provides, cargo and ground services, it is becoming more and more difficult for the corporation to handle the workforce in both the groups. Brief history of emirates airlines Emirates airlines are known as the best airlines in the Middle East, the number of flights operated per week is 2400, which is a phenomenal number. The start of emirates airlines date back to the 1980’s when gulf air refused to offer services to Dubai, as a result the royal family of Dubai, conceived emirates airlines with the first two planes provided by the â€Å"Dubai royal air wing†. After being conceived by the royal family, the airlines were needed to be administered independently; therefore a $10 million investment was initially made in the airlines. Ahmed bin Saeed al Maktoum was appointed as the chairman of the airlines, which he is still pursuing. After that, they have taken at lease, a Boeing 737-300 and an airbus 300B4-200. The first flight made by the airlines was from Dubai to Karachi, and the flight’s name was K600, the date on which the first flight was made was 25th October, 1985. Analyzing the problem  It is stated that â€Å"a manager’s ability is defined by its ability to cultivate, identify and to use the core competency of the company in a manner that would be beneficial for the company†, at emirates airlines clearly the management is finding it very difficult to manage the workforce in the company, as the workforce includes peoples from various nations and areas, but as emirates airlines is a very big group and is particularly very important for the growth of airline business in the world, therefore we must need to analyze the HR problems and other problems that might affect the working of the company, and the impact made by them on the Emirati business. As our main aim is to identify the HR related problems in the company, therefore instead of going into unnecessary details about the company, we will go into detail to understand the basic HR processes in the company i. e. leadership process, HR strategy, and organization behavior in the company to understand the additional factors that might lead to problems and conflicts in the organization. Leadership style in the company Leader can be considered as one of the most important person in a company, or more specifically an organization, the leader has the task to manage workforce in the company, therefore if any conflicts arises in the company, then it is the responsibility of the leader to check out that problem and to identify a proper solution to that problem, the success of any organization is very much dependent on the leadership style pursued in the company, and it is the most critical element in the company too, therefore if leadership is carried out in any negative sense then the consequences will be very bad, as can be identified and analyzed by observing some organizations in the world, in which a negative leadership led to poor sales and revenue generation in the company. The leaders should have that basic sense of observing the needs of the employees of the company, and should know how to encourage them and to identify the motivating factors that plays the most crucial role in the development of effective workforce in the company. The conflicts in any organization could be solved if the leader himself is a very generous and visionary person, if the leader would not discriminate peoples on the basis of color and region then it will be served as motivating factors for the others to take example of the leader and follow the same process as the leader process, if somehow any conflicts arises in the company, then the leader should know how to eliminate the conflicts. The leadership style of the leaders at emirate airlines, as analyzed by experts in this field can be related as highly patience, and active leaders that has the ability to cope up with changes and manage resources according to it very rapidly. Problems like CSR (corporate social responsibility) is also one of the most important practices that a leader should practice, as the name suggest, in this process the leader should have the responsibility to act according to the situations that arises in the company, and he should be responsible enough to take the responsibility of any conflict that arises in a company. As far as the leadership style of the managers and leaders at the company is concerned it can be said that the leadership style of the company is quite good, and that if any conflict may arises in the company then it can be very well handled by the leaders of the company HR strategy implementation at emirates airlines The implementation of HR strategies at emirates airlines, is also a very mportant factor as the HR strategies defines the way to handle peoples in the company and to make sure that no kind of conflict arises in the company, when we see the HR structure of the company, we can see that the HR processes in the company is divided into groups, the groups are mainly divided in order to handle the various processes in the company, for example, the HR strategy for managing in-flight crew is different, it is also different in case of ground staff, the ground staff is further divided into groups, that includes technical staff, and non-technical staff, apart from this the HR strat egy in the management of the company is also different, i. e. the management of administration of the company also comprises a group of peoples which are included in different strategy management area. In the in-flight crew the conflicts seldom happens, as the crew is comparatively comprises less peoples then other sections of the company, and that the main job of the crew is to handle the on-board customers therefore any conflict in terms of competition and in cooperation is seldom seen in case of in-flight crews but conflict on the basis of race or, conflict on the basis of competition can be aroused. The main conflicts however arouses in the ground staff and the management and administration of the company, as the ground staff comprises of peoples from different countries, and races therefore the chances of conflicts in terms of competition or any racists behavior might occur and the chances are very high in this case, emirates airlines employs peoples from all over the world, therefore the conflict management is very difficult in case where peoples are in large numbers and that too from different groups. Many a times it is seen that the HR processes in a company is implemented keeping in mind the majority of workforce population in the company, for example if the company has more men’s then women’s, then the possibility is very high that the strategy of the organization would be formulated keeping in mind the majority group in the company, and the other one would be ignored, same is the case when analyzing the races, conflicts might arise in the company if the HR processes and strategy is being implemented keeping in mind the majority race in the company, such as for one race a holiday is being provided, but for other race no holiday is provided to them for their festival, in these types of cases, the major conflict arises between the employer and the employee, therefore this thing must also be taken into consideration. The conflicts in the management can also arise, and this thing we have seen in many companies around the world, but the thing is we have seen conflicts in such companies but they are not of racism related or any other kind of diversity related, conflicts in the upper management usually occurs because of increase in competition in the management, however chances can’t be neglected that conflict because of diverse workforce might arise in the company. Organizational behavior in the company The behavior towards the employees forms the very basis of organizational behavior, the other aspects of organizational behavior includes, the time line for working hours for the employees, the reward techniques used to reward the employees, the leadership style of the organization and other micro and macro factors that relates the behavior in an organization. In case of emirates airlines, if we analyze the financial condition of the airlines, we can see that the airline is making good revenue year by year, and the growth in revenue of the company is very good, and as the company’s growth is very good, so as the growth of the employees of the company, if we consider the employee satisfaction in the company, we would rate emirates airlines at 4 on a scale of 5 as the company look out for every need of its employees and considering the packages that is offered to the employees of the company, especially the in-flight crew, we will see that the packages of the in-flight crew is among the highest packages in the world in the airline industry, the salary and perks like insurance, housing etc. of the ground staff is also very good and regular motivation in terms of rewards and bonus are provided to the employees, and considering the management and administration of the company, we can see that the management of the company is earning very heavy pay, therefore the chance of conflicts in terms of employee dissatisfaction is minimal. But however, taking apart the financial aspects of the company, if we analyze the workforce communication and coordination, and the behavior of boss towards the person who is under him, the major conflict can arise here, as the manager can be from different country or race or there may be a case that the manager or the employee is a women, then the case might occur that the manager could prefer a man over a women or a person from the same race as he is and will try to ignore the person of opposite race, this is a very possible case, and the chances increases at this level especially that the conflicts might rise between the employees of the company. These conflicts proves to be very negative for the company as the employees might stop the work and go to strike, or temporary pause in the world, the women’s are especially effected by the organizational behavior in the company, as if the women is placed in a section where the number of female population is comparatively less, the women’s might feel it very difficult in managing themselves in such workspace, therefore if appropriate behavior is not done with the women’s then chances are very high that the company might have to taste negative consequences of this thing, therefore the organization behavior can be one of the factors in awakening conflicts between the workforce in the company.
